1. Dr Arthur Wolff's Profile
Dr. Arthur Wolff is a retired partner and now counsel of Baier, an Austrian law firm based in Vienna. He has more than 35 years experience with international business transactions, in particular foreign direct investment/joint ventures, licensing and technology transfer, agency and distributorship agreements, and computer law with a special focus on Asia, in particular China, which he first visited in 1983. He has also many years experience as both counsel as well as party appointed, sole and presiding arbitrator in institutional and ad hoc arbitration and is listed as arbitrator with various arbitration institutions, including CIETAC since 1997. As counsel he has represented also pre-eminent international organisations. A recognized expert on China-related legal matters, in particular foreign investment and technology transfer and licensing, he also is well-versed in China-related dispute resolution. His China-related arbitration experience includes acting as counsel for foreign and Chinese companies in multi-million dollar CIETAC and ICC arbitrations and sitting as CIETAC arbitrator. Dr Wolff taught for up to 20 years courses on foreign direct investment/joint ventures, licensing and technology transfer, legal aspects of doing business in Asia and computer law at universities in Austria, and has been teaching for 15 years courses on international commercial contracts, foreign direct investment/joint ventures, licensing and technology transfer and international commercial arbitration at universities in Beijing and Shanghai. He worked for a number of years as consultant for United Nations Industrial Development Organisation (UNIDO), wrote a study on joint ventures for it and was chairman of its advisory committee on its Technology Transfer Manual, to which he also contributed as author. He was a speaker at events organized by the World Intellectual Property Organisation (WIPO) and lectured on technology transfer and licensing at its training courses for government officials and patent and trademark office staff. Dr Wolff is a frequent speaker at seminars and conferences and author of many articles, a book on licensing and technology transfer and of contributions to books on topics relating to his areas of specialisation, in particular also China legal matters. Dr Wolff is an Austrian Citizen. Having first studied physics, he then graduated with a JD degree from Vienna University and was admitted to the Austrian bar in 1978.

Ms. Ellen Xie, Lead Consultant of Shanghai Hui Xiao Law Consulting Group, Lawyer admitted in China and California, has more than 14 years’ working experience with leading international and domestic law firms and Global 500 companies as mergers & acquisitions, corporate and commercial as well as labor legal consultant, and acted as mediator at a national wide renowned Shanghai district court mediation center.
